Question 1: Discuss operational procedures at the state level.
Answer 1: One of the most important operational functions of the state is to set minimum standards for all elementary and secondary schools. In addition, the state is responsible for the funding of schools, which is primarily done through real property taxes. State governments are also responsible for creating laws that ensure the proper operation of public schools; these laws vary from state to state. When state educational agencies are involved with curriculum development, they develop guidelines for the development and implementation of curriculum plans, along with the objectives students are required meet in each academic subject. The state also creates standardized tests and other performance measures in order to assess student achievement. Furthermore, it is the responsibility of the state to provide necessary materials and resources to local school districts so that students have the opportunity to accomplish the learning goals set forth by state educational agencies. Another operational function of the state is establishing statewide graduation requirements in terms of credits and competencies.

Question 2: Discuss operational procedures at the district level.
Answer 2: Operational procedures at the district level consist mainly of developing policies in regard to curriculum, funding, and teaching. Guidelines for such policies are developed through locally-elected school board members who are responsible for ensuring that state laws and regulations that govern the operation of schools are followed exactly. When a district must make decisions about its curriculum content, it can implement any program of study it feel is necessary for the success of its schools; however, it is advantageous for a district to implement programs that are consistent for each grade level, as well as uniform for each academic subject. The school district should create master guidelines concerning core curriculum content that will explain the subjects that all schools within the district will offer, including the goals and objectives of the subjects or courses offered by each school.
Question 3: Discuss the operational procedures at the school level.
Answer 3: Each campus must enact and regulate the operational procedures that have been established for it by the school district. However, schools are also responsible for designing and implementing their own operational procedures. It is important that these procedures are expressed clearly to staff members, parents, and students. When a school is making curriculum decisions, it must first receive curriculum goals and objectives from state educational agencies, as well as from the school district itself. The school will also seek appropriate input from parents and then build a curriculum that is guided by the all of the information and guidelines they have gathered. Schools should identify their goals and needs and then add any classes they feel are necessary in order to meet the students’ needs while fulfilling their obligation to state and district organizations. As a team, school representatives will make decisions about scheduling, curriculum integration, and aligning and implementing the curriculum.
